FDA Medical Device Registration & Authorized Representative Myanmar
Enter Myanmar, an import-dependent ASEAN market of over 50 million people where almost every medical device is imported. NexorTest delivers end-to-end Myanmar FDA registration: AMDD Class A to D and IVD classification, Import Recommendation dossiers, e-Submission account and 2FA setup, sample submission, independent Local Authorized Representative services and TradeNet 2.0 import licence coordination, all under one expert roof.
Four AMDD Risk Classes Under Myanmar FDA
Myanmar applies the ASEAN AMDD rules to general medical devices and IVDs alike. Your class decides the document set, whether clinical evidence is required and how deep the FDA review goes.
Class A Devices
Non-sterile examination gloves, bandages, tongue depressors and simple manual instruments. Low-risk IVDs such as general culture media also sit here.
- Exemption Check
- No Clinical Data
- Lightest Dossier
Class B Devices
Hypodermic needles, surgical gloves, suction equipment and simple diagnostic instruments. Self-testing IVDs commonly fall here.
- FSC Required
- ISO 13485
- EC Cert Accepted
Class C Devices
Ventilators, anaesthesia machines, orthopaedic implants, bone fixation plates and haemodialysis systems.
- Clinical Evaluation
- CSDT File
- Deeper Review
Class D Devices
Pacemakers, heart valves, coronary stents, active implantables and high-risk IVDs such as HIV and blood-screening assays.
- Clinical Evaluation
- Full CSDT
- Longest Review
Three Routes to Myanmar Market Access
Picking the right route, then pairing FDA approval with the Ministry of Commerce import licence, is what separates a smooth launch from shipments stuck at Yangon port.
Import Recommendation
FDA Pre-Market Approval
For imported Class A to D devices not on the exemption list. The local applicant books a slot, submits the dossier and samples, and the FDA issues an Import Recommendation for the named product.
- Average 30 to 90 working days
- Class C/D need a clinical evaluation
- Approvals published weekly
Exempt / Notification
Exemption List & Import Notification
134 device categories are officially exempt from the Import Recommendation, and the FDA also issues a lighter Import Notification certificate. We confirm eligibility before any dossier work starts.
- No full technical review
- Still needs a TradeNet import licence
- Eligibility confirmed in writing
Local Manufacturing
Manufacturing Licence & Product Registration
For devices made in Myanmar. The FDA issues a Manufacturing Licence for the site and a Product Registration Certificate for each device, based on site plans, organisation and product specifications.
- Factory layout and site documents
- Product registration per device
- Suits contract-manufacturing set-ups

FDA Registration Myanmar FAQ’s
What is Myanmar FDA medical device registration?
Myanmar FDA medical device registration is the market authorization issued by the Department of Food and Drug Administration (DFDA, commonly called Myanmar FDA) under the Ministry of Health. A dedicated Medical Device Section handles pre-market control. Because a standalone Medical Device Law has not yet been brought into force, the FDA regulates devices under its powers from the Public Health Law 1972, applying the ASEAN Medical Device Directive (AMDD) and its own administrative guidelines. For imported devices the authorization takes the form of an Import Recommendation (or, for certain lower-scrutiny products, an Import Notification), applied for through a Myanmar-registered local company on the FDA e-Submission system. Commercial shipments then also need a per-shipment import licence from the Ministry of Commerce through Myanmar TradeNet 2.0.
Do I need a Local Authorized Representative to register a medical device in Myanmar?
Yes. A foreign manufacturer cannot apply to Myanmar FDA directly. The application must be filed by a Myanmar-registered local company, supported by a Letter of Authorization from the product owner or manufacturer and a copy of the local company’s business licence or certificate of incorporation. That local company holds the approval, answers FDA queries and acts as the post-market contact. In practice most approvals are filed in the name of a distributor, which can lock the manufacturer to that distributor. NexorTest acts as an independent Local Authorized Representative, holding approvals neutrally so you can appoint, add or change importers and distributors without losing control.
How are medical devices classified in Myanmar?
Myanmar FDA classifies both general medical devices and IVDs under the four-tier AMDD risk system. Class A is low risk (for example non-sterile examination gloves, bandages and tongue depressors), Class B is low-to-moderate risk (for example hypodermic needles and suction equipment), Class C is moderate-to-high risk (for example ventilators, orthopaedic implants and dialysis equipment) and Class D is high risk (for example pacemakers, heart valves, coronary stents and high-risk IVDs such as blood-screening assays). Class determines which documents the FDA requests, including whether a clinical evaluation report is required, and how deep the review is.
What is a Myanmar FDA Import Recommendation for medical devices?
The Import Recommendation is the FDA pre-market approval that allows a specific medical device to be imported into Myanmar. It is issued to the local applicant for the named product, brand and manufacturer after the FDA reviews the dossier and, where requested, physical samples. The FDA publishes an official exemption list of 134 device categories, such as general-use adhesive bandages, ambu bags, autoclaves and audiometers, that do not need an Import Recommendation. All other imported devices need one before commercial import, and approved products are published weekly on the FDA website.
How long does Myanmar FDA medical device registration take?
The FDA Medical Device Section cites an average technical review of 30 to 90 working days for imported devices. Before the review clock starts, the applicant books a submission date through the FDA online services booking system and then submits the dossier and product samples, so the appointment queue adds time. Allowing for dossier preparation, legalisation and query responses, a realistic plan is 3 to 6 months for most Class A and B devices and longer for complex Class C and D devices. After approval, each commercial shipment also needs a TradeNet 2.0 import licence, which since 1 January 2026 is cancelled automatically if not approved within 180 days of application.
What documents are required for Myanmar FDA medical device registration?
Core documents are: a cover letter; a Letter of Authorization from the product owner or manufacturer naming the local applicant; the local applicant’s business licence or certificate of incorporation; a manufacturing licence, GMP certificate or (for Class B, C and D) an EC certificate; a valid ISO 13485 certificate; evidence of marketing approval abroad for Class B, C and D, such as a Free Sale Certificate, export certificate or marketing history; a product description; and complete labeling information. Class C and Class D devices additionally require a clinical evaluation report. Depending on the product, the FDA may also ask for a manufacturing flow chart, sterilisation method, certificate of analysis for the sample and AMDD Common Submission Dossier Template (CSDT) technical documentation. NexorTest compiles and quality-checks the full dossier before booking.
What is the Myanmar FDA e-Submission system?
The E-Submission of Food, Drug, Medical Device and Cosmetic System at esubmission.fda.gov.mm is the FDA’s official electronic portal, with a dedicated medical device module. Accounts are registered by the local applicant using a National Registration Card (NRC) for Myanmar citizens or a passport for foreign nationals, together with company registration documents. Since 8 June 2026 two-factor authentication is mandatory to log in, so every person who files or tracks applications needs their own verified account and second factor.
Do I need a separate import licence after FDA approval in Myanmar?
Yes. FDA approval authorizes the product, but each commercial consignment of licensable goods also needs an import licence from the Department of Trade, Ministry of Commerce, applied for by a registered importer through the Myanmar TradeNet 2.0 online system. Under Notification No. 4/2025, effective 1 January 2026, all licence applications must go through TradeNet 2.0 and any application not approved within 180 days is cancelled automatically. Service fees were revised by Export/Import Bulletin No. 6/2025 from 15 October 2025. NexorTest coordinates the FDA approval and the TradeNet licence so that shipments are not held at port.
How long is a Myanmar FDA medical device approval valid?
Validity is stated on each certificate. Regional market guides commonly cite up to five years for medical device approvals, while earlier government-sourced guidance cited two years for the import approval, so manufacturers should plan against the exact expiry printed on their certificate rather than a rule of thumb. Approvals are renewed through a validity-extension (renewal) application, and the FDA publishes half-yearly lists of renewed certificates. NexorTest tracks every expiry date and files renewals well ahead of time so supply is never interrupted.
What is the cost of Myanmar FDA medical device registration?
Costs combine FDA fees paid in Myanmar Kyat, laboratory or sample costs where applicable, document legalisation and translation, Ministry of Commerce TradeNet 2.0 fees and professional and Local Authorized Representative fees. TradeNet 2.0 currently charges an annual membership fee of MMK 50,000 and a licence application fee of MMK 30,000, under Bulletin No. 6/2025. Industry quotes for an all-in Myanmar registration typically fall in the range of about USD 3,000 to 6,000 per product depending on class and complexity. NexorTest offers transparent fixed-fee packages with government fees passed through at cost.
Has Myanmar enacted a Medical Device Law?
Not yet. A Medical Devices Law aligned with the AMDD has been in the drafting and approval process for several years, but it has not been brought into force. Until it is, the FDA regulates devices through the Public Health Law 1972, the AMDD, which it has published on its official website, and administrative guidelines and announcements. Advertising of medical devices is governed mainly by the Consumer Protection Law 2019. When the new law takes effect, transition rules for existing approvals are likely, so NexorTest monitors FDA announcements weekly for clients.
Can I import used or refurbished medical devices into Myanmar?
Importing used medical devices for resale is prohibited in Myanmar according to government-sourced trade guidance. Manufacturers and distributors should plan Myanmar supply around new devices only and confirm any special cases, such as donations or humanitarian supply, with the FDA before shipment.
What are the post-market requirements for medical devices in Myanmar?
The FDA Medical Device Section runs post-market control that includes market sample collection and laboratory testing, adverse event reporting using its published Mandatory Problem Reporting Form, and field safety corrective actions including repair, modification and recall. The local applicant is the FDA contact for all of these activities. NexorTest runs vigilance, field safety notices and recall coordination as your Local Authorized Representative.
Can NexorTest help with IVD and SaMD registration in Myanmar?
Yes. IVDs are classified under the same AMDD Class A to D framework, with high-risk assays such as HIV and blood-screening tests at Class D, and analytical and clinical performance evidence forms the core of the dossier. Myanmar has no software-specific device regulation yet, so Software as a Medical Device is assessed under the general AMDD definition and classification rules; we prepare IEC 62304 lifecycle, validation, cybersecurity and version-control evidence and anchor the file on your FDA, CE or ASEAN approvals.
Why register a medical device in Myanmar?
Myanmar is a population of over 50 million that depends almost entirely on imported medical equipment, with demand spread across public hospitals, a growing private hospital sector and humanitarian and NGO procurement. Industry estimates project the medical equipment market at roughly USD 380 million by 2028, growing at about 12 percent a year. Because Myanmar applies the AMDD, a dossier built for Thailand, Malaysia, Vietnam or Singapore can be reused with limited adaptation, making Myanmar a natural addition to an ASEAN launch plan.
