Four ASEAN Aligned Device Classes Under Philippine Health Law
The FDA's Center for Device Regulation, Radiation Health and Research classifies all medical devices and IVDs by risk under Administrative Order 2018-0002 harmonized with the ASEAN Medical Devices Directive. Your class determines whether you need a CMDN or CMDR, the documentation, fees, and review timeline.
Class A Devices
Low risk devices such as surgical gloves, bandages, and non-invasive instruments. Require a Certificate of Medical Device Notification (CMDN) the lightest documentation route with the fastest processing.
- CMDN Notification
- 5 Year Validity
- Light Dossier
Class B Devices
Low to moderate risk devices including hypodermic needles and suction equipment. Require a Certificate of Medical Device Registration (CMDR) with an ASEAN CSDT dossier and may qualify for the abridged pathway.
- CMDR Registration
- CSDT Dossier
- Abridged Eligible
Class C Devices
Moderate to high risk devices including lung ventilators and orthopaedic implants. Require a CMDR with a full ASEAN CSDT dossier, risk management, and clinical evidence under FDA CDRRHR review.
- CMDR Registration
- Clinical Data
- ISO 13485
Class D Devices
The highest risk, life supporting or life-sustaining devices such as heart valves, implantable defibrillators, and devices contacting the central nervous system. Most rigorous CMDR review.
- CMDR Registration
- Full Dossier
- Clinical Evidence
Two Routes to Your CMDN or CMDR
The FDA offers a standard full-review route and an abridged ASEAN reliance route. Choosing the right one driven by your device class and prior approvals determines whether you reach the Philippine market in weeks or in months.
Abridged (ASEAN Reliance) Pathway
For Class B, C, and D devices already approved by a National Regulatory Authority of an ASEAN member country and filed using the ASEAN CSDT. The FDA recognizes the prior regional assessment to compress review to roughly 30 business days one of the fastest reliance routes in Southeast Asia. NexorTest structures your CSDT to maximize reliance and qualify wherever possible.
Standard (Full Review) Pathway
For first in market Class B, C, and D devices and any device without prior ASEAN approval. FDA CDRRHR conducts a full technical evaluation of the CSDT dossier, clinical evidence, and labeling before issuing the CMDR. Deficiency requests can extend timelines to 9-12 months a complete, audit ready dossier is the key to staying on the shorter end of the range.

Frequently Asked Questions Philippines FDA Medical Device Registration
What is Philippines FDA medical device registration?
It is the mandatory market authorization issued by the Center for Device Regulation, Radiation Health and Research (CDRRHR) under the FDA Philippines, an attached agency of the Department of Health. Under Administrative Order 2018-0002, harmonized with the ASEAN Medical Devices Directive, every device sold in the Philippines must hold a valid conformity certificate. Class A devices require a CMDN (notification); Class B, C, and D devices require a CMDR (registration). You also need a License to Operate held by a local entity, a Local Authorized Representative for foreign manufacturers, an ASEAN CSDT dossier in English, reference country approval, and ISO 13485 evidence. Certificates are valid for 5 years.
What are the FDA device classification classes?
The FDA uses a four tier, risk based system harmonized with the ASEAN Medical Devices Directive under AO 2018-0002. Class A covers low risk devices such as surgical gloves and bandages; Class B covers low to moderate risk such as hypodermic needles and suction equipment; Class C covers moderate to high risk such as ventilators and orthopaedic implants; Class D covers high risk devices such as heart valves and implantable defibrillators. Class A follows the notification route (CMDN); Class B, C, and D follow the registration route (CMDR). Classification is rule-based on intended use, body contact, invasiveness, and duration, and it sets the documentation burden, dossier format, fees, and timeline.
What is a Local Authorized Representative?
A Local Authorized Representative is a Philippines established entity that holds the License to Operate and the CMDN or CMDR on behalf of a foreign manufacturer. Only local Filipino companies can apply for an LTO, so appointing one is a legal prerequisite for any manufacturer without a local presence. The representative applies for the LTO, submits applications, holds the authorization as Product License Holder, manages renewals and variations, liaises with FDA CDRRHR, handles importation, and manages adverse event reporting. NexorTest provides independent representation, holding your registration neutrally so you can appoint or change distributors without losing control. Multiple non-exclusive registrations with different distributors are also permitted.
What is the abridged (ASEAN reliance) pathway?
The abridged or reliance pathway is an expedited route for devices that already hold approval from a National Regulatory Authority of an ASEAN member country and were filed using the ASEAN CSDT. It recognizes the prior regional assessment to shorten FDA review to about 30 business days, versus 6-9 months for a full review, and is available for Class B, C, and D devices. Reference country approval from Australia, Canada, the EU, Japan, or the US is required for all classes regardless of pathway. NexorTest determines whether your device qualifies, structures the CSDT to maximize reliance, and manages submission for the fastest possible market entry.
How long does FDA registration take?
Timelines depend on class and pathway. A License to Operate typically takes about 6-8 weeks. Class A notification is the fastest product route. Class B, C, and D registration under the standard pathway generally takes 6-9 months, extending to 9-12 months if FDA CDRRHR issues a deficiency request. The abridged pathway can compress review to about 30 business days for eligible devices with prior ASEAN approval. Renewals generally take 3-6 months and can be filed up to 90 days before expiry. Dossier completeness is the biggest driver of timeline; our pre-submission review minimizes deficiency requests that pause the review clock.
What documents are required for registration?
Registration requires a valid LTO held by a local entity; an ASEAN CSDT for Class B/C/D with device description, risk analysis, and clinical evidence; reference country approval and a Certificate of Free Sale from Australia, Canada, the EU, Japan, or the US; an ISO 13485 certificate or an audit report from a recognized body such as US FDA or Japan PMDA; a Declaration of Conformity and Declaration of Shelf Life; a notarized Letter of Authorization from the legal manufacturer; English labeling and Instructions for Use; and colored labeling images. Class A notification needs a lighter set. All documents must be in English; foreign language documents need certified translation. NexorTest prepares and quality checks the full CSDT with notarization, consularization, and translation management.
Is a License to Operate (LTO) required?
Yes, The LTO is a mandatory establishment license that must be in place before any product application. It authorizes a company to import, distribute, manufacture, or wholesale medical devices, and only local Filipino companies can hold one. Foreign manufacturers must either establish a local subsidiary or appoint a Local Authorized Representative or licensed distributor who holds a valid LTO. The LTO requires a Qualified Person, a Risk Management Plan, supporting business registration, and for importers a Foreign Agency Agreement. An initial LTO is typically valid for two years and a renewal for three; larger enterprises may receive longer terms. NexorTest holds a valid LTO and can act as your representative, removing the need to set up your own Philippine entity.
What is the cost of FDA registration?
Costs include government fees, LTO fees, professional fees, and Local Authorized Representative fees. Government product fees are tiered by class, with Class A notification the lowest and Class D registration the highest, plus a Legal Research Fee on each application. An official FDA classification opinion costs PHP 550. LTO fees vary by establishment type and enterprise size. The all-in cost of a CMDN or CMDR through a consultant or representative typically runs USD 2,000-4,000 per registration including government fees, notarization, and translations, with annual representation and vigilance costs budgeted separately. Renewal fees are generally reduced versus the initial application. NexorTest offers transparent fixed-fee packages. Contact us for a free cost assessment.
