What are BIS, WPC and TEC certifications in India?
BIS, WPC and TEC are three separate Indian approvals that wireless, electronic and connected devices often need before import or sale. BIS (Bureau of Indian Standards) covers product safety under the Compulsory Registration Scheme, where notified electronics must conform to an Indian Standard and carry the BIS mark. WPC (Wireless Planning and Coordination, under the Department of Telecommunications) issues Equipment Type Approval for any device using the radio spectrum Bluetooth, Wi-Fi, Zigbee, RFID or cellular. TEC (Telecommunication Engineering Centre) issues MTCTE certificates for equipment connecting to the Indian telecom network. A single device, such as a wireless patient monitor, can need all three. Do wireless and IoT medical devices need all three?
It depends on how the device works. A connected or IoT medical device using Wi-Fi, Bluetooth or a cellular module needs WPC ETA for its radio function. If the electronics or a notified component falls under the BIS Compulsory Registration Scheme, BIS CRS registration applies. If the device connects to the public telecom network or matches a notified TEC equipment type, TEC MTCTE applies. These run separately from CDSCO medical device registration, which governs clinical and safety approval. Do foreign manufacturers need an Authorized Indian Representative?
Yes. A foreign manufacturer without a registered legal entity in India cannot apply directly for WPC ETA or TEC MTCTE and, under BIS CRS, must appoint an Authorized Indian Representative (AIR) who is liable for the certified product. The AIR holds authorization from the manufacturer, files on the relevant portals (BIS CRS, Saral Sanchar/WPC and MTCTE), interacts with the authorities, and serves as the official point of contact. An independent AIR is almost always safer. When your distributor or importer holds your BIS registration or acts as representative, your market access is tied to that one relationship. WPC ETA vs WPC import licence what's the difference?
WPC Equipment Type Approval (ETA) is the type approval certificate for a wireless product in a de-licensed band; it confirms the device meets Indian spectrum requirements and is generally valid for the life of the unchanged model, with no renewal. A WPC import licence is a separate clearance that allows physical import of wireless equipment, often needed to bring in samples for testing before ETA is granted. Many products need both: an import licence to land samples, then ETA for commercial sale. How long do BIS, WPC and TEC take?
Timelines depend on scheme and testing. WPC ETA typically takes around 2 to 4 weeks once a valid RF test report (ETSI or FCC based) is in place, with a separate import licence for samples taking a few working days. BIS CRS generally takes around 3 to 6 weeks for manufacturers from non-border-sharing countries, driven mainly by lab testing against the applicable Indian Standard. TEC MTCTE varies by equipment type, certification scheme and in-country lab availability. What documents are required?
Common documents across the three schemes include an authorization letter appointing the AIR; company incorporation and GST/IEC details for the Indian applicant; product technical specifications, datasheets and manuals; and accredited test reports. WPC ETA additionally needs an RF test report (ETSI or FCC based), frequency band and model details, and the EU or FCC approval certificate where available. BIS CRS needs the applicable Indian Standard identified, a test report from a BIS recognised lab dated within 90 days, and factory and brand details. Does a BIS approved product still need WPC ETA?
Yes. BIS CRS and WPC ETA cover different things and are not interchangeable. BIS confirms electrical and product safety against an Indian Standard; WPC ETA confirms the device’s wireless function complies with India’s spectrum rules. A product with BIS registration that uses Bluetooth, Wi-Fi or any radio module still needs WPC ETA for that radio. Some telecom products also need TEC MTCTE on top of both.
