BIS CRS Registration

Issued by the Bureau of Indian Standards under the Compulsory Registration Scheme. Notified electronics and IT goods must conform to an Indian Standard (IS), be tested at a BIS-recognised lab, and carry the BIS registration mark before sale or import.

WPC (Spectrum)
WPC ETA Approval

Issued by the Wireless Planning & Coordination wing of the Department of Telecommunications. Any device transmitting or receiving on the radio spectrum Wi-Fi, Bluetooth, Zigbee, RFID, cellular in a de-licensed band needs Equipment Type Approval (ETA).

Does a BIS product still need WPC?Yes. BIS covers safety; WPC covers the radio function. A BIS registered device with any wireless module still needs WPC ETA for that radio.
TEC (Telecom Network)
TEC MTCTE Certification

Issued by the Telecommunication Engineering Centre under Mandatory Testing and Certification of Telecom Equipment. Equipment that connects to, or can connect to, the Indian telecom network must be tested against Essential Requirements (ER) and certified before sale.

Frequently Asked Questions About BIS, WPC and TEC Certification

BIS, WPC and TEC are three separate Indian approvals that wireless, electronic and connected devices often need before import or sale. BIS (Bureau of Indian Standards) covers product safety under the Compulsory Registration Scheme, where notified electronics must conform to an Indian Standard and carry the BIS mark. WPC (Wireless Planning and Coordination, under the Department of Telecommunications) issues Equipment Type Approval for any device using the radio spectrum Bluetooth, Wi-Fi, Zigbee, RFID or cellular. TEC (Telecommunication Engineering Centre) issues MTCTE certificates for equipment connecting to the Indian telecom network. A single device, such as a wireless patient monitor, can need all three. WPC Equipment Type Approval (ETA) is the type approval certificate for a wireless product in a de-licensed band; it confirms the device meets Indian spectrum requirements and is generally valid for the life of the unchanged model, with no renewal. A WPC import licence is a separate clearance that allows physical import of wireless equipment, often needed to bring in samples for testing before ETA is granted. Many products need both: an import licence to land samples, then ETA for commercial sale.
