Two Routes to Market: National vs EAEU
Russia offers two parallel registration tracks. Choosing the right one driven by your target countries and device class determines whether you secure one market or all five, and how fast.
Roszdravnadzor (RZN) National
Registration under Government Decree No. 1684 (effective March 2025). Produces an RZN Registration Certificate valid for an indefinite period but recognized in Russia only. Faster to scope for a Russia first launch; requires a Russian Authorized Representative, local testing, and a QMS inspection for sterile 2a / 2b / 3 devices. Full projects typically run 6-15 months including testing.
EAEU Unified Registration
Registration under EEC Council Decision No. 46. One certificate recognized across Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan. You select a Reference State (lead regulator) and States of Recognition. Larger dossier (30 documents) and harmonized testing, with multicenter clinical trials for Class 2b/3 but the strategic choice for true regional access to 180M+ people.

Foreign manufacturers cannot apply to Roszdravnadzor directly appointing an AR is a legal prerequisite, and the certificate may be issued in the AR’s name. The AR submits applications, manages sample import, communicates with Roszdravnadzor and expert centres, handles vigilance, and manages amendments. A critical 2026 requirement: existing registrations must update AR details by 1 September 2026 (Decree No. 1206) or risk suspension/cancellation. Does Russia require local testing even with FDA or CE approval?
Yes, Unlike many markets, Russia and the EAEU require in-country testing in locally accredited laboratories even if a device already holds US FDA 510(k) clearance or EU CE marking.
